When our intended lunch spot was closed for the day, we pivoted and stopped by Hai Wan Beef Noodles instead. It was a good choice after all. The rustic structure perched by the sea overlooking a breathtaking view of the Pacific Ocean. We ordered beef noodles and tempura. The beef was tender, noodles al dente and the soup base flavorful. The tempura had good texture but would benefit from less seasoning. The boss lady was very friendly. Her well-behaved yet curious rescued pooch provided good company during our meal.
