I've been to multiple Louisa coffee locations, and this one at the New Taipei city library is one of my favourites for the amount of seating space and atmosphere. On the one hand, this is a branch of Louisa Coffee, so you know what you are getting (if you don't like the brand this won't change your mind). On the other hand it is a relatively new branch located in the entrance of a new public library, so it is bright and very clean, with plenty of seating. Unlike other reviewers, I have had no trouble with my orders and speed of service, but whenever I have been it hasn't been particularly busy. On the contrary, staff have happily taken my order in English. Also, there is plenty of seating here, with tables for 3 and 4, and around 40 seats in the shop seating area. Immediately outside the space is library entrance hall seating, which you can also use, with long tables (individual seating) and more tables for 2 and 4. One strike against this venue (if you want to work and need power) is that there are no sockets or USB charging points available (however, the library itself has hundreds of individual reading stations with sockets, so you can work there - not with your coffee though!) Wifi was available with a password clearly noted on the tables, and I had no issues connecting and getting a strong signal. One area for improvement would the self-ordering stations, which seemed to have either connection issues or some other problem when I was there. I haven't tried the food here, so can't comment on that, but there was a selection of the usual items you'd see in a branch of this chain such as cakes, cookies etc. If you need the bathroom, you can use the facilities just inside the library entrance gates (about 10 seconds away) which are clean and well maintained.
