. A welcome taste of American Chinese food in Japan. 4/5. Panda Express at Rinku Premium Outlets delivers exactly what I was hoping for: familiar, flavorful Chinese-American comfort food that can be surprisingly difficult to find in Japan. The beef and broccoli, Mongolian pork, honey walnut shrimp, and orange chicken were all delicious, and the three portion sizes make it easy to tailor the meal to your appetite and budget. Prices are a little steep, but for something this distinctly American, the premium feels understandable. Add fortune cookies and a refillable Coke Freestyle machine, and you have a fun, satisfying stop at the outlets. Full Review. Panda Express at Rinku Premium Outlets (PANDA EXPRESS りんくうプレミアム・アウトレット店) is a very welcome addition to the dining lineup here. Rinku Premium Outlets already gives you plenty of opportunities to enjoy Japanese food, snacks, and other international offerings, but sometimes you simply want something that tastes like home. In my case, that means America. Don't get me wrong: Chinese food in Japan can be excellent—sometimes genuinely exceptional. Japan has no shortage of talented cooks and restaurants capable of producing wonderful Chinese cuisine. But Chinese-American food is its own culinary category, with its own flavors, textures, sauces, and nostalgic appeal. There is something uniquely satisfying about getting a plate of orange chicken or beef and broccoli that tastes like the Chinese food you remember from America. Our party ordered beef and broccoli, Mongolian pork, honey walnut shrimp, and orange chicken, and the consensus was remarkably straightforward: we were all satisfied. Everything tasted exactly as it should. The flavors were bold without becoming unpleasantly overwhelming, the sauces worked well with their respective proteins, and the dishes collectively provided the sort of familiar, indulgent meal that Panda Express is known for. The orange chicken in particular is the kind of dish that makes you immediately understand why Chinese-American cuisine has such staying power. It is not trying to be traditional Chinese cuisine, nor should it be judged by that standard. It is its own thing—and when you are craving that particular style of food, substitutions simply do not quite scratch the same itch. There is also a practical advantage to the way the restaurant structures its portions. Three different sizes are available, allowing you to decide how much food you actually want rather than being locked into one enormous meal. Whether you want a modest lunch or enough food to properly fuel a day of outlet shopping, there is a reasonably straightforward way to customize the order. Of course, there is one caveat: the prices are somewhat steep. Panda Express is not necessarily going to win a value competition against every other dining option at Rinku Premium Outlets. But context matters. There are relatively few places in Japan where you can walk up and order this particular style of American Chinese food with the same familiarity. If you are an American abroad and suddenly find yourself craving that unmistakable combination of sweet, savory, crispy, saucy, and generously seasoned Chinese-American food, there is a certain premium attached to satisfying that craving. And sometimes, that premium is worth paying. The little extras add to the experience, too. Fortune cookies are included, which may seem like a small thing, but honestly, what is Chinese-American food without the obligatory fortune cookie at the end? It is a classic finishing touch and exactly the sort of detail that makes the meal feel complete. Even better, the refillable drinks include access to a Coke Freestyle machine. For anyone unfamiliar with these machines, they offer a surprisingly extensive selection of Coca-Cola products and flavor combinations, making the beverage portion of the meal much more interesting than simply choosing between a few standard fountain drinks. It is the sort of thing that can turn a straightforward fast-food meal into a little bit of an experience. Food: 4 Service: 5 Atmosphere: 3
